The ten blocks
A packaging DPP gathers, in a single record, data an operator already holds. Here are the ten blocks it brings together — illustrated above with a fictional folding carton.
Identifies the packaging item: name, SKU, GTIN, the responsible operator and its role (manufacturer, importer or supplier), and the markets it is placed on.
The metrics decision-makers scan first — recyclability grade, recycled content, weight, and whether the item is reusable or single-use.
Each component (body, coating, inks) with its material family, weight and recycled content, plus whether it separates for recycling.
The Article 6 / Annex II grade (A, B or C) and score. Below Grade C leaves the EU market from 1 January 2030; below Grade B from 1 January 2038.
The post-consumer recycled share — the basis of the Article 7 / Annex III thresholds due in 2030 and 2040.
Article 5 declarations: SVHCs, intentionally added PFAS, heavy-metal sum and BPA. The PFAS ban on food-contact packaging applies from 12 August 2026.
The harmonised sorting label (Article 12) and material marking that tell the consumer which stream the packaging belongs to.
The EPR scheme and registration number per market — for example Citeo in France, CONAI in Italy, Ecoembes in Spain.
The linked Declaration of Conformity and the regulation it certifies. The DoC becomes mandatory on 12 August 2026.
The QR code that carries it all. The PPWR points to a GS1 Digital Link URL encoded in an ISO/IEC 18004 QR symbol — mandatory on packaging from 12 August 2028.
Declared vs measured
Most of these fields can be declared by hand — or measured. Recycled content and composition copied from a supplier spec are an estimate; the same figures captured at the press are evidence. PPWR Connect is built to ground a DPP in primary production data rather than best-effort entries, so what the passport shows can be defended in an audit.

A digital record of a packaging item’s standardised data — identity, composition, recyclability, recycled content, substances, sorting, EPR and conformity — reachable by scanning a data carrier on the pack. Its framework is the ESPR (Regulation (EU) 2024/1781); the PPWR (Article 12) mandates the carrier on packaging.
Ten blocks: product identity, key characteristics, material composition, recyclability grade, recycled content, substances of concern, sorting and collection, extended producer responsibility, the Declaration of Conformity, and the data carrier itself.

The PPWR points to a GS1 Digital Link URL encoded as a QR code to the ISO/IEC 18004 standard. One resolvable identifier per item gives access to the passport.
