PPWR for Pet Food Brand Owners: Retort Pouches, Kibble Sacks, Cans and the Declaration of Conformity Across a Mixed Portfolio
Pet food is one of the most packaging-diverse categories on the shelf. A single brand can span a wet retort pouch, a multi-layer kibble sack, a steel or aluminium can, a rigid plastic tub, a folding carton multipack and a shrink-wrapped tray — six material streams, six recyclability profiles, six substance dossiers. Under Regulation (EU) 2025/40 every one of those formats has to be assessed, graded and declared as its own packaging unit, and it is the brand owner — not the pouch laminator, the sack plant or the can maker — who carries the obligation. From 12 August 2026 the core duties of the PPWR apply, and a pet food house that has never thought of itself as a packaging manufacturer suddenly signs the paperwork for all of it.
This is the brand-owner playbook for dog, cat and companion-animal food: what the regulation actually requires, where each format loses its recyclability grade, why pet food does not get the recycled-content break that human food packaging receives, and how to build one evidence trail across a portfolio that was never designed to be governed as a single compliance object.
What the Regulation Actually Says
The operator whose trademark appears on the pack is the manufacturer of that packaging under the PPWR, regardless of who physically produced it. That single sentence relocates the entire compliance burden onto the pet food brand. The manufacturer must ensure each unit meets Article 5 (substances of concern), Article 6 (recyclability), Article 7 (recycled content, from 2030), Article 10 (minimisation) and Article 12 (labelling), and must draw up and sign the Declaration of Conformity under Article 39, with the supporting technical documentation set out in Annex VII and the declaration format in Annex VIII.
Two Article 5 restrictions bite first and hardest. From 12 August 2026, the sum of lead, cadmium, mercury and hexavalent chromium in packaging may not exceed 100 mg/kg, and per- and polyfluoroalkyl substances (PFAS) are restricted in food-contact packaging placed on the market. Both apply directly to pet food primary packaging: metallic inks and pigments on a kibble sack, and fluorinated grease barriers historically used on pouches and cartons that hold fatty wet or semi-moist food. There is no phase-in runway left — these are effective on the same date as the DoC.
Recyclability is graded under Article 6 against the Annex II performance grades A, B and C. There is no grade D or E — those numbers circulate widely but come from the 2022 proposal, not the adopted text. Below the grade C floor, a unit is treated as not recyclable. The design-for-recycling delegated act that fixes the detailed criteria is still pending, but the direction is set: the grade C threshold tightens over the decade, and from 1 January 2038 packaging must reach at least grade B (recital 28). For pet food, that trajectory is the whole game, because the highest-performance formats in the category are also the hardest to recycle.
Why the Portfolio Is the Problem
Human food packaging is defined as contact-sensitive under the PPWR and, in several places, gets gentler treatment — most visibly on recycled content, where contact-sensitive plastic packaging carries its own lower targets because food-grade recyclate is scarce and tightly regulated. Pet food packaging generally does not qualify as contact-sensitive. That is a decisive, and widely missed, distinction: under Article 7 the plastic in a pet food pouch or sack falls under the standard non-contact-sensitive recycled-content targets — 35% by 2030 rising toward the higher 2040 percentages — not the softer contact-sensitive schedule. A brand owner who assumes their pouches inherit the food carve-out will under-plan their recyclate sourcing by years. Confirm the classification of each SKU with counsel, but plan on the harder number.
The second half of the problem is heterogeneity. There is no single "pet food packaging" grade to fix. Each format is a separate engineering and compliance case, and the brand owner has to run all of them in parallel.
The Wet-Food Retort Pouch: The Grade Trap
The single-serve retort pouch that dominates premium wet cat and dog food is, in recyclability terms, the category's biggest liability. The classic construction — a PET or PA outer, an aluminium foil barrier and a PE or CPP sealant, laminated together — is a multi-material structure that fails to separate cleanly in the flexible recycling stream and lands below the grade C floor. Aluminium foil and polyamide orientation layers are the specific offenders; an EVOH barrier above roughly 5% of the structure pushes it the same way. The migration path is toward a mono-PP or mono-PE laminate using vapour-deposited SiOx or AlOx barriers instead of foil, validated against RecyClass REP-PPflex or REP-PEflex protocols. Retort resistance at 121°C is the hard technical constraint, and it is why this re-specification takes 12 to 18 months of shelf-life and seal-integrity trials, not a quarter. A brand owner who wants a defensible recyclability grade on wet food needs that programme running now.
The Dry Kibble Sack: Woven PP, Paper and the PFAS Question
Large-format dry food ships in either a multiwall paper sack, a woven polypropylene bag with a BOPP or PET print laminate, or a heavy-gauge PE bag. Each has a different route to a clean grade. Woven PP with a PET print film is a mixed-polymer construction; moving to a mono-PP laminate with a PP print film, and replacing carbon-black print with NIR-detectable dark pigments so sorting equipment can see the pack, keeps it recyclable in the polyolefin stream. Paper sacks grade well on the fibre side but lose it to a PE inner liner or an aluminium layer, and above all to any fluorinated grease barrier — precisely the Article 5 PFAS restriction now in force. Water-based dispersion or SiOx-coated barrier papers are the compliant replacements. Running a recyclability check on each sack construction is the fastest way to see which layer is dragging the grade down before you commit to a re-spec.
Cans, Tubs and the Multipack Around Them
Steel and aluminium cans are strong performers — metal recycles at high rates and grades well — but the internal lacquer and the easy-open aluminium end still have to be documented for Article 5, and any printed shrink sleeve or paper wrap around a multipack is a separate unit with its own grade. Rigid PP or PET tubs for chilled and semi-moist food need NIR-detectable pigments (no carbon black) and a wash-off pressure-sensitive label or a mono-material in-mould label to stay in-stream. The most common oversight across the whole category is the secondary and transport packaging: the folding-carton multipack, the collation shrink film and the corrugated shipper each carry Article 6, Article 10 minimisation and Article 12 labelling duties, and each needs its own line in the Declaration of Conformity. Brand owners routinely grade the primary pack and forget the box it ships in.
A Practical Action Plan
The work is large but it sequences cleanly. In priority order:
- Build a component-level inventory of every active SKU: for each format, list the substrate, barrier, print, adhesive, closure and any secondary/transport packaging as separate lines.
- Screen the whole portfolio against Article 5 first — PFAS grease barriers and heavy-metal pigments are in force from 12 August 2026 and are the fastest way to be non-compliant on day one.
- Grade each unit under Article 6 / Annex II and flag every construction sitting below the grade C floor — retort pouches and PET-laminated woven sacks will dominate this list.
- Classify each plastic pack for Article 7 and plan recyclate sourcing against the non-contact-sensitive targets, not the food carve-out.
- Launch material re-specification on the below-grade formats now, because retort and barrier changes need 12 to 18 months of validation.
- Collect structured supplier declarations for each component and assemble the Annex VII technical file behind a per-SKU Declaration of Conformity under Article 39 and Annex VIII.
