The four answers
Extended Producer Responsibility for packaging is national: 27 registers, 27 sets of schemes. The PPWR says who the producer is; each country says how to register. The map combines the two.
EPR falls on you
You are the producer here under the PPWR definition: register in the national producer register, contract a scheme, declare your volumes.
On your importer
You are not the producer here — the first company established in the country that places your packaged goods on its market is (your importer or distributor). Lock in the contract who registers and declares.
Under the national threshold
Your volumes are under the threshold this country sets — no fee, but keep the evidence of your tonnage; thresholds are checked.

The producer definition comes from Article 3(1)(15) of Regulation (EU) 2025/40; registration in each Member State from Article 44(2); the representative for cross-border sales to end users from Article 45(3). National thresholds, registers and representative regimes come from our verified country table — each entry names its official source and its verification date.
Method and limits
We ask six questions once, at company level, and infer the rest from how you sell. Where a national rule is not verified in our table, the country says "to be checked" — we would rather say so than guess.
