The producer definition comes from Article 3(1)(15) of Regulation (EU) 2025/40; registration in each Member State from Article 44(2); the representative for cross-border sales to end users from Article 45(3). What we do — and what we will not do

We ask six questions once, at company level, and infer the rest from how you sell. Where a national rule is not verified in our table, the country says "to be checked" — we would rather say so than guess.

We never quote a fee: schemes revise their tariffs every year. We never file for you: the check tells you where to act; the guide tells you how; you register in your own name.

Who is the obligated producer, in plain words

Who is the obligated producer for packaging EPR in the EU?

Under Regulation (EU) 2025/40, Article 3(1)(15), the producer is the manufacturer, importer or distributor established in a Member State that first makes packaged goods available on that Member State's market — or, for cross-border distance sales to end users, the seller with an authorised representative under Article 45(3). It is a per-country test: the same company can be the producer in France and not in Germany.

I sell into the UK from the EU. Who registers?

The UK scheme (pEPR) follows its own producer definition and thresholds set in UK regulations, not the PPWR. Registration is with the environmental regulator; PackUK administers the disposal fees, and the UK Packaging PRO, named on 23 March 2026, supports specified scheme functions. Without a UK entity, whether your UK importer, first UK owner or online marketplace operator is obligated depends on its activity, its size and the packaging — it has to be checked case by case. Do US states have packaging EPR?

A minority do, each under its own state law and with its own producer responsibility organisation, thresholds and start dates. Being the brand owner rather than the importer often matters more than in the EU. Our table answers state by state, with the depth of each answer shown — signalled, sourced or guided.

And Canada?

Packaging EPR in Canada is provincial: each province regulates its own scheme, and a company selling across Canada may face several. We answer province by province, with each rule sourced from the provincial regulator or the scheme operator, and the date we read it.

What does « signalled, sourced or guided » mean?

Signalled: we know whether the jurisdiction has a packaging EPR scheme, and no rule has been read yet. Sourced: the producer definition, threshold and register have been read from the official source, with its date. Guided: sourced, plus a step-by-step registration guide and a legal review signed by a human within the last 18 months. The label is computed, never assumed — and none of it is legal advice.
