Who is the producer — resident brand holder, then resident importer
Hierarchy of O. Reg. 391/21: brand holder resident in Canada → importer resident in Ontario → retailer supplying Ontario consumers → marketplace facilitator → franchisor (RPRA).
Where a brand has no Canadian residence, the obligation passes to the first resident party in the chain, and in some provinces the marketplace can carry it for non-resident sellers. The same goods sold in Ontario, Québec and British Columbia meet three definitions, three thresholds and three category lists.
Thresholds — revenue in the province, and tonnage per material where listed
Below EITHER the provincial revenue threshold OR the tonnage threshold (per material where listed), the producer is exempt.
The revenue test is on revenue in the province, not worldwide; the tonnage test, where it exists, can be per material (Ontario lists paper, plastic, glass, metal separately). Below either, the producer is exempt in that province.
What to prepare
- Units sold into each province per year and the unit weights by material — the declarations are annual and category-based.
- The scheme category for each component where the province publishes a list: Ontario (Blue Box), Québec (ÉEQ) and British Columbia (Recycle BC) lists are in our data; the other provinces export at material level.
- The household / commercial split: the Canadian schemes cover residential packaging.
- A contract line on who registers and who reports when your importer is the obligated party.

- No. Each province regulates its own scheme; a company selling across Canada may face several.
- I have no Canadian entity. Am I obligated?
- Usually not: the obligation sits with the resident brand holder, then the resident importer. Check the province entry — some provinces let a marketplace carry it for non-resident sellers.
- Are the thresholds on worldwide revenue?
- No. The revenue test is on revenue in the province; the tonnage test, where it exists, is per province and sometimes per material.
- Which provinces have a precise category mapping?
- Ontario, Quebec, British Columbia — read from the schemes’ published lists. The other provinces export at material level and say so.
- Does PPWR Connect register me with the PRO?
