The producer is defined in Article 3(1)(15) — the manufacturer, importer or distributor established in a Member State that first makes packaged goods available there. The article text is in our article-by-article referential, dated on the Official Journal.

What Article 44 asks
One registration per Member State where you are the producer — not one EU registration. The register is kept by the Member State (or a body it designates); it identifies the producer, the packaging it places on the market and, where the state so decides, the scheme it has contracted.
Registration is a distinct step from contracting a scheme in most states (Germany: LUCID first, then a dual system; France: the SYDEREP identifier is issued through the scheme). Our table above says, per state, whether the two are separate and whether the number must appear on invoices.
When
Before the first placing on that market wherever the state says so — the column « before first sale » above is read from each register page; « unknown » means we have not read it, not that it is optional. Several states also renew registrations yearly or require updates when the packaging or the volumes change.
What to bring
- The legal entity and its national identifiers (VAT, company number) — the register is per legal entity, so a group registers each entity that is a producer.
- The brands under which packaged goods are placed, where the state asks (Germany registers by brand).
- The packaging types and materials, and in some states an expected volume by material.
- The scheme contract, where registration follows it, or the authorised representative’s mandate for cross-border distance sales (Article 45(3)).

- Is there one EU-wide producer register?
- No. Article 44 requires registration in each Member State; the registers are national.
- Do I register in every Member State I ship to?
- In every Member State where you are the producer under Article 3(1)(15) — usually where you have an establishment that first places the goods, or, for cross-border distance sales to end users, through an authorised representative (Article 45(3)).
- Does registration replace the scheme contract?
- No. Registration and scheme membership are two steps in most states; some states issue the registration number through the scheme.
- Are there thresholds for registration?
- Some states set none (every producer registers); others set de-minimis thresholds. Our jurisdiction table reads them per state with the source and date.
- Does PPWR Connect register me?
